Travelling to a small college in Asia. What supplies to buy?

I am traveling to a small college in the Philippines. They have asked for help in their library. The lady who is running the library now wants a way to check in and out books. She sent me pictures and I do not see spine labels on the books. I know they need library management software. I am going to purchase the software and have been looking at different ones. I am leaning towards Primasoft but am clueless.
Is this a one time payment or are there yearly charges for upgrades, support etc?
I saw that it said the computer, which I am also trying to buy, needs to have Internet access all the time, but have been told they do not have good Internet access. Is this going to be a problem?
I am also looking at barcodes. I know that Primasoft will make barcodes, but am uncertain about her making them at this point. Will Primasoft read any barcode? Can I purchase a box of barcodes, like from Follet, with numbers just to make this easier on her?
I'm sorry if these questions sound dumb, I just want to provide what they need and it actually work out very well for them.
