School wants to limit access to library software installed on the network.

My office, which is within a larger school system, is considering Handy Library Manger. I am in the information gathering stage to support our office, and I want to make sure that I am looking at the right options.
Our computers are part of the larger school system network, but we may only be able to install the software on a single computer that is part of that network. We have a staff of 90-95 individuals who would be able to log-on to that single computer because it is networked. However, we would want to limit access to the program to only certain staff. Would it be possible with the 1 User/1PC license to install the software on the one computer workstation and provide only certain users with access? Would it be possible to differentiate that access (e.g., 2 users have access to all functionality, 4 additional users have access to check-in/check-out only)?

Program includes the following modules: Library Administrator (main application, data entry and processing), Search Module (OPAC for library members), Check In/Out Module (process check in/out transactions). You can install the software on the network. You can prevent other users from accessing the software.
Library Administrator: define password for 2 users who will have access to all functionality.
Library Check In/Out: define password for 4 users who will process check in and check out transactions.
